According to this, 13 is the pay group for Ph.D. students and postdoctoral associates. And the gross pay is from 3200 Euros upwards. (Basically it would be about 2000 Euros for 2/3 of that). BTW, in one of the invitations, it says E13 . I’m not sure what this refers to but, I guess it’s same as TV- L 13.
The TV- L or TV-H always applies to the universities. In the case of non-university research institutions, whether a research associate is to be paid according to TV- L , TV-H or TVoeD depends on their funding by the federal government or the state.

E13 is the entrance level for people with a masters/doctoral degree. 65% means it’s 65% of a full time position. I think it’s something around 1430 € net in the first year and more thereafter.
